Current facts matter. An active case may raise §552.108 concerns. Juvenile, expunged, sealed, or otherwise confidential records may be unavailable. The custodian may seek an Attorney General ruling if it believes an exception applies. Requesting the exact image and the nonconfidential portions gives the office a precise question to answer.
A denial should be read closely. It may concern only the image, only a part of the booking file, or a temporary law-enforcement interest. It does not permit reconstruction from an unofficial cache. If public portions can be separated from confidential material, the request should ask for those portions. The written response also creates a far better record of the source and date than a screenshot copied from a changing page.
